Understanding learner mobility and transfer
Learners are:
A learner is an individual engaged in acquiring knowledge, skills or competencies through formal or informal education. This includes prospective learners, current students and those returning to study after a break. In the postsecondary context, a learner may be actively enrolled in a program, exploring future options or re-entering the system after time away. When a learner is formally enrolled in an education program, they are referred to as a student.
Learner mobility is:
Learner mobility refers to the ability of students to transition between postsecondary programs or institutions after beginning their studies. It ensures flexibility within the education system, allowing students to adjust their academic path as their goals, interests or circumstances evolve. Transfer is one of the primary mechanisms that enables learner mobility, allowing students to move between programs or institutions while receiving credit for previously completed coursework. Understanding mobility early in the planning process supports informed decision-making, reduces barriers and promotes student success throughout their educational journey.

Learner mobility and transfer matters
Learner mobility and transfer are essential for a flexible, student-centered postsecondary system. They allow students to adapt their educational path as goals or circumstances change, reduce barriers and recognize prior learning so efforts count toward future success.
Transfer matters because it:
- supports student success: provides flexibility for learners to adjust their academic path, reducing barriers to completion
- maximizes prior learning: recognizes and applies previously earned credits to future studies
- promotes system efficiency: strengthens collaboration among institutions and improves resource utilization
- advances equity and access: ensures diverse learners, including those returning after a break, can continue without starting over
Understanding and facilitating transfer is essential for institutions committed to student-centered practices and system-wide mobility.
For learner success partners, supporting mobility means:
- guiding academic planning so students can build transfer pathways that fit their goals
- empowering informed choices by helping learners understand their postsecondary options
- reducing barriers to mobility and creating a smoother transition between programs and institutions
- collaborating across systems to ensure learners receive consistent, accurate information
For learners or students, mobility and transfer means:
- access to new opportunities that better align with their career aspirations
- recognition of prior learning so their efforts count toward future goals
- flexibility to change programs or institutions without starting over should interests or personal circumstances change
